The OWA premium Navigation Pane is turned off, including "Rules" capability when the Options > General Settings > Accessibility > Use the blind and low vision experience is activated
To restore the Navigation Pane and Rules link: Options > Accessibility > deselect Use the blind and low vision experience
Log out and log back in!
